SANAA, May 13 () -- Yemen has launched efforts to develop the oil and gas sector, which is considered as the backbone of the national economy after the 2011 unrest deepened the country's woes.Within the efforts, the government has been meeting with oil and gas companies to urge their concessions and an increase in oil and gas production to boost the economy. Preparations have also been underway to hold meetings to promote investment for Russian, British, U.S. and Indian oil and gas firms this year.When it took office in December, the power-sharing government revealed plans to develop the oil and gas exploration and production operations to attract new investors. In its program which was approved by the parliament, the government focused on expanding the gas production to bring in more revenues and to generate electricity.Yemen is a small oil and gas producer at the moment, but its oil ministry has said about 85 percent of the country's land has not been explored, and, with 12 basins, it currently produces oil and gas only from two -- the Marib-Shabwa and Masila basins.The oil ministry also revealed recently that there are 12 producing blocks, 31 exploratory blocks and 60 blocks open for investment.Oil revenues make up more than 70 percent of the state budget, and oil and gas products account for more than 90 percent of the country's exports. In addition, it has the Balhaf LNG project which produces and exports 6.7 million metric tonnes a year.Despite the current challenges, developing the oil and gas sector, especially increasing production, is not impossible, with officials and experts saying that the situation just requires suitable remedies; immediate robust reforms and strict measures by the government.According to an official at the petroleum exploration and production authority(PEPA), some companies can increase production since their studies have indicated to the possibility.Economists said the plans to develop the oil and gas sector are good but all remedies should live up to the challenges affecting the national economy as Yemen needs a long time to develop the non- oil sectors.More recently, reports including official and World Bank ones have warned of the depletion of the current oil reserves in almost a decade and the impact of the security on attracting more investors to the Yemeni oil and gas sector.The oil ministry responded by saying that the reports warning of oil depletion were untrue because studies have indicated large oil and gas potential in Yemen, which is yet to be discovered and used. Some of the studies estimated the oil reserves at more than 9.1 billion barrels and the gas reserves at more than 18 trillion cubic feet (about 510 billion cubic meters).Yemen's oil production rapidly declined from more than 400,000 barrels per day at the beginning of the past decade to the current 270,000 barrels per day.Mustapha Nasr, head of the studies and economic media center, said the government should start necessary measures to develop this sector and increase production because the country has large oil and gas reserves. "Only a small part of the country has been explored, for this, large reserves require big efforts including how to learn from others' experiences in exploring and producing oil and gas," he said.The lack of tools remains among other problems affecting the development of this sector at the moment, which include the bad management of resources, the security situation and corruption.More recently, a report to be discussed at the donor meetings in Saudi Arabia later this month, expected the oil and gas sector will see a minus 3.6 percent growth, with the improvement of security on top of the key reasons for that.Corruption and bad management of national resources have been widespread at all public offices in Yemen, especially the energy sector. Experts said senior officials within the former regime had shares in oil companies operating in the country and a large part of oil revenues."If there is a good management of the national sources, the country will increase production, not deplete the reserves," said the PEPA official.He pointed out that "one of the big problems of this sector is that the Yemeni authorities totally rely on foreign investors to study and explore Yemeni areas; the point is that there is no local supervision or participation in such operations."At the meantime, the security situation remains the biggest concern affecting investments here amid persistent attacks on pipelines and facilities by tribesmen and militants.The country's gas and oil projects are based in tribal areas and some projects and oil and gas pipelines are subject to direct attacks by tribesmen to pressure the government to meet special demands, usually release of detainees, supply of basic services and jobs at oil and gas firms.Some pipelines, such as the Marib oil pipeline, are attacked repeatedly at the same area and by the same group and this exposes the absence of state influence in parts of the country where key projects are located.This pipeline was repeatedly attacked last year and stopped pumping in last October. Its shutdown force five producers to halt their operations and has been behind fuel shortages.The impact of such attacks can also be seen through the import of oil products to meet the local demand. Yemen currently exports 160,000 barrels per day but the most part of the revenues go to buy oil products since the Marib pipeline is still down.The tribal acts, which also include road closures and seizing crude tankers, have proved to need strict measures, not the acceptance of the government to meet such demands.Besides the tribes, al-Qaida militants sometimes retaliate for deadly strikes through attacking oil and gas pipelines and projects.Despite the reinforcements and high security at such projects, militants proved to be cleverer, for example, they attacked the main LNG pipeline twice in less than a month.
by Feng YingqiuYANGON, Dec. 27 () -- Myanmar and Japan have opened up new relations between the two countries following a one-day official visit to Nay Pyi Taw by Japanese Foreign Minister Koichiro Gemba which concluded on Monday evening.During the visit, Myanmar President U Thein Sein met with Gemba in the capital and they discussed matters related to bilateral multi-faceted cooperation including strengthening of bilateral friendly ties, bilateral economic cooperation , seeking of ways and means to render assistance by Japan, encouragement and assistance for Myanmar's democratization and national reconsolidation and bilateral cultural exchanges.Gemba extended invitation to Thein Sein to attend the upcoming Mekong-Japan Summit scheduled for next year in Japan.Gemba also met with Myanmar Foreign Minister U Wunna Maung Lwin and they touched on matters relating to enhancement of bilateral relations and cooperation and exchanged views on regional and international issues.Gemba also met with U Htay Oo, general secretary of the Union Solidarity and Development Party (USDP), and the two focussed on deepening of friendship and cooperation between the two countries.Gemba, before winding up his one-day visit, flew from Nay Pyi Taw to Yangon and met with Aung San Suu Kyi, leader of the National League for Democracy (NLD), which has sought formal registration with the Union Election Commission and prepared to run the future by-elections. 1 2  1 2

SEOUL, Feb. 15 () -- South Korea's jobless rate fell to 3.5 percent last month from a year earlier as job creation kept its solid growth trend in the service industry, a government report showed Wednesday.The unemployment rate stood at 3.5 percent in January, down 0.3 percentage points from the same month last year, according to Statistics Korea. The rate was up 0.5 percentage points from a month before.The number of unemployed, who failed to land work despite job- hunting efforts, reached 853,000 last month, down 65,000 from the previous year. "Sharp growth in job creation, mainly driven by the service sector, led the number of unemployed to shrink last month,"the statistical agency said in a press release.The jobless rate among those aged between 15 and 29 came in at 8.0 percent in January, down 0.5 percentage points from a year before. The rate was up 0.3 percentage points from a month earlier.The total number of working people grew 536,000 on-year to reach 23.73 million in January, posting the fourth straight month of jobs being created over 400,000. The employment rate rose 0.6 percentage points on-year to 57.4 percent last month.By industry, the wholesale and retail sector, which drove up the January job growth, created 104,000 jobs last month, with the health and social welfare service industry employing 86,000 workers. The construction industry added 86,000 positions, while transportation sector hired 73,000 workers last month.Meanwhile, the number of people employed as regular worker increased by 465,000 in January from a year earlier, and the number of temporary workers grew by 21,000 over the same period. But the number of workers hired on a daily basis decreased 133,000 last month from a year earlier.
KATHMANDU, Aug. 2 () -- Nepal has shown progress in the process of selecting players for upcoming 16th Asian Games to be held in Guangzhou, China, completing first round selection for Karate on Sunday.    Along with the six medalists from the 11th South Asian Games, 24 players are selected from the first round. The medalist in the Kumute event has directly entered the second round.    The medalist of Kata participated from the first round. Kusal Shrestha, who won medal in both Kumute and Kata, was sent to second round while his team member Parsu Ram Bastola did not participate in the qualifying round.    According to National Sports Council, another team member Ganesh Bahadhur Thing was out from the selection.    Three players are selected from 50 kg, 55 kg, 61 kg and 68 kg in the girl's category while three players are selected each from 55 kg, 60 kg, 66 kg and 75 kg are in the men's category.    Furthermore, only eight players will qualify for the Asian Games from the second round selection between 24 players from each weight category for Karate.    Similarly, Archery Association also selected four players with one reserve player for the Asian Games. In the selection held in Kirtipur, Nepali Karate players -- Prem Prashad Pun, Ashim Sherchan,Jeet Bahadhur Mokhtan and Ramesh Bhattachan are among four Karate players who made to the list. Naresh Karki is selected as reserve player.    Earlier, National Sports Council had completed their first round selection this Saturday for marathon while Boxing and Taekwondo has already finished their first round selection few days back.

QUITO, July 6 () -- Two United Nations (UN) organizations Friday called on Latin American countries to invest in youth and design integral systems of social protection.The report by the UN Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Population Fund (UNFPA) was released at a meeting of the Special Committee on Population and Development 2012 held in Quito from Wednesday to Friday.In the report titled "Investing in youth in Latin America and the Caribbean, an imperative of rights and inclusion," the two organizations say one third of youngsters in the region live in poverty.According to UN data in 2011, people aged 15-29 accounted for 26 percent of the total population in the region.The ECLAC and UNFPA alerted people to the poverty suffered by youngsters in Latin America and the Caribbean, and called on them to look into their access to education, employment and training.The two organizations urged the region's governments to design integral systems of social protection and promotion for the youth especially by investing in positive measures for the most vulnerable people, including youngsters, especially young women in rural zones and indigenous groups or Afro-descendant communities.About 16 percent of the region's youth are excluded from educational systems and the labor market."ECLAC strongly proposes that, more than ever, we need a structural change in our way of producing, working and innovating that requires the youth to be protagonists," said ECLAC's Executive Secretary Alicia Barcena."Investing in youth is fundamental to give sustainability and impulse to this structural change," she said.According to the report, in 2009, people aged 15 to 29 who suffered from poverty reached 30.3 percent, making this group the most vulnerable, together with children.
DAMASCUS, March 2 () -- Convoys of the International Committee of the Red Cross arrived in Homs Friday and currently preparing to enter the hotbed neighborhood of Baba Amr to deliver aid to residents there, a day after the Syrian army recaptured the neighborhood, which has been held by armed rebels for nearly a month, Syria's private media said without further details.The International Red Cross announced Thursday that it has been granted permission by the Syrian government to enter Baba Amr to rush in relief aid to restive residents with the coordination with Syria's Red Crescent. The aid includes food stuff and medical supplies.The Red Cross has been trying for weeks to gain the government' s permission but in vain, however after the army retook Baba Amr, the Syrian side gave the green light to the humanitarian organization to enter Homs.Activists said hundreds of people were killed and others wounded during the army operation in Baba Amr, adding that a total of 17 people were killed Thursday in Homs.The government defended its crackdown on that restive area, saying it is fighting armed terrorist groups and al-Qaida members, who have reportedly infiltrated to Syria to fight alongside the rebels.The Syrian government said in December of last year that "armed terrorist groups" had killed more than 2,000 army and security personnel, while the UN said recently that "well over" 7,500 people have died in Syrian violence.Homs, Syria's third largest city and home to about 1 million, has witnessed severe clashes between troops loyal to President Bashar al-Assad and militia groups.The region is considered one of Syria's most volatile areas, as the daily grind of violence stocked fears that the central region has slid toward a civil war.
