HAVANA, March 7 () -- Colombian President Juan Manuel Santos arrived in Cuba Wednesday to discuss the island nation's possible participation in the upcoming summit of the Organization of American States (OAS) with his Cuban counterpart Raul Castro, Santos told reporters at the airport."I have come to talk with President Raul Castro and the Cuban government on the topic of Cuba at the summit in Colombia next month," Santos said upon his arrival at Havana's Jose Marti International Airport.The 6th Summit of the Americas to be held in the northern Colombian city of Cartagena April 14-15 has put the host country's president in a tough diplomatic spot.Cuba has said that if invited it will attend, but the United States has expressed its opposition to Cuba's participation, saying it has not made "significant" political and democratic changes.Cuba was expelled from the OAS due to U.S. pressure after the triumph of the revolution led by Fidel Castro. In 2009, the OAS lifted the sanctions and said the island was allowed to return to the organization.But Havana said it would not return to a group "used by the U.S. government as a platform for its aggressions and domination to exploit Latin America."The nine member countries of Latin America's Bolivarian Alliance (ALBA) are demanding that Cuba be allowed to attend the regional summit.Speaking to reporters, Santos described his country's relations with Cuba as "good, but there's always room for improvement."Santos traveled to the island accompanied by his Foreign Minister Maria Angela Holguin, who said during their visit to Havana, "the eventual participation of Cuba or not at the summit would be cordially decided."The short 24-hour visit marks the first time a Colombian head of state has made an official visit to Cuba in 12 years.Meanwhile, Colombia's police force issued a press release saying it will be mobilizing some 5,000 police officers, aided by emergency crews, for the OAS summit.The police officers will be stationed at different locations, including hotels, airports, caravans, restaurants and tourism sites.Attending the summit will be presidents from 34 countries, 1, 400 representatives from different social sectors, 250 delegates from 13 international organizations, and 300 prominent figures from the private sector.
