BEIJING, Jan. 19 () -- China's light industry is likely to witness an annual increase of 9 percent in its value-added industrial output during the 2011-2015 period, the Ministry of Industry and Information Technology said Thursday.The ministry published a guideline to support the development of light industry during the country's 12th Five-Year Plan period (2011-2015), according to which the annual growth of the sector's exports will average around 7.5 percent during the period.The guideline warned of potential risks for the sector, including a complicated international trade environment, rising production costs and resource restraints.It said the government plans to improve the international competitiveness of light industry commodities, encourage technological innovation in the sector, expand global markets and optimize the structure of exports during the coming period.China has grown into the world's largest maker of more than 100 kinds of light industry commodities, including home appliances, leather, plastic products and food.According to the guideline, the country exported 355.5 billion U.S. dollars in light industry commodities to more than 230 nations and regions in 2010. The export value was 83.1 percent higher than that of 2005.
by Peerzada Arshad HamidSRINAGAR, Indian-controlled Kashmir, June 25 () -- The annual pilgrimage to the holy Hindu shrine of Amarnath in Indian- controlled Kashmir began Monday amid tight security and adequate measures, officials said.Hindu pilgrims who had reached the base camps were allowed to proceed early Monday towards the holy cave located 3888 meters above sea level.The traditional pooja (prayer) was performed inside the shrine to mark the beginning of pilgrimage. Region's Governor N N Vohra also participated in the prayer. Vohra is the chairman of the Shri Amarnath Shrine Board (SASB) responsible for conducting pilgrimage."The pilgrims are reaching the holy cave and we have performed the pooja inside it," said B D Mengi, director at holy cave shrine of Amarnath over telephone. "The Governor was also present during the pooja,"Officials have opened up both the trek routes leading to shrine - one from Pahalgam, about 100 km south of Srinagar city (region's summer capital) and another one from Baltal, around 110 km north from Srinagar.Even a helicopter service has been started to fly pilgrims to the cave.The holy cave houses the ice stalagmite, referred by Hindus as Shiv Lingam--the phallus of Lord Shiva.The Baltal route is short compared to the traditional Pahalgam route, which is bit arduous and snow bound."From Baltal to holy cave, it is a day's journey, while as through Pahalgam route, it takes two days to undertake the pilgrimage," said Amit Sharma, shrine board official in-charge of base camp at Pahalgam.Authorities have deployed contingents of Indian police and paramilitary troopers of Central Reserve Police Force (CRPF) along the routes to thwart militant attacks on pilgrims. The checkpoints for frisking of vehicles and pedestrians have also been erected for the detection of explosives.The pilgrimage has previously been targeted by militant groups fighting New Delhi's rule in the region.This year pilgrimage will be of 39 days, compared to last year' s 45-day long duration. Though right wing Hindu nationalist groups opposed the board's decision by staging protests and trying to start the pilgrimage before the official date, however, board remained adamant.The SASB's decision to curtail pilgrimage was taken following recommendations of a committee headed by Sri Ravi Shankar who is a known Indian religious Guru and member of the SASB. The Board said annual schedule of the pilgrimage in the past 15 years varied from 15 to 60 days and around 85 percent of the pilgrims are in a rush to complete the pilgrimage within the initial 25-30 days from its commencement.Separatists have been asking government to restrict the annual pilgrimage to 15 days instead of two months. They argue increased duration endangers the fragile environment in the upper reaches."We are not against the annual Hindu yatra (pilgrimage) to the Amarnath cave, but want its duration to be curtailed to the original 15 days," said Hurriyat hardliner Syed Ali Geelani. "If the yatra to Gangotri in Uttarakhand can be completed in 15 days, why can't the yatra to Amarnath complete in the same period?"Separatists are demanding end of New Delhi's rule in the region.Officials have put in place adequate measures to conduct the pilgrimage smoothly."Adequate facilities have been made for the pilgrims and medical teams have been deployed all along the route to provide medical facility to the pilgrims," said a government spokesman.According to region's tourist department, 635,000 pilgrims visited the holy cave last year. Of them 107 pilgrims died due to harsh weather during the pilgrimage.In 1996, at least 243 pilgrims were killed on the route to the shrine due to inclement weather.Officials said the rains are intermittently going on in the upper reaches leading to the holy cave."We allowed the pilgrims to move towards the cave but at some places rains are going on," said Ashok Kumar Pandita, a shrine board official in-charge of base camp at Baltal.Environmental groups also accuse board of playing havoc with the fragile environment enroute the holy cave by increasing flow of pilgrims and increasing the duration of pilgrimage from 15 days to more than two months.In 2008, a disagreement over the transfer of land to SASB brought the region to boil. The state government transferred 100 acres of forest land to SASB for building infrastructure, which was opposed by the locals fearing transfer of land to non-state subjects amounts to violation of laws. The standoff took a communal color and Hindus activists disrupted the transportation of essential supplies to Muslim majority areas, thereby imposing an economic blockade on them. It subsequently saw biggest pro- independence rallies in the Muslim dominated areas of region, with people coming in millions on the streets and demanding implementation of United Nations resolutions in solving Kashmir dispute. More than 60 people were killed and scores left in injured in police firings across the region then.A guerrilla war is also going on between militants and the Indian troops stationed in the region since 1989. The gun fighting between militants and Indian army troops in Indian-controlled Kashmir takes place intermittently.
